Card check legislation, entitled the “Employee Free Choice Act” (EFCA) remains an AFL-CIO priority in 2010.
If passed, the measure would depart from the fundamental principles of collective bargaining by imposing government-dictated contract terms on private, unionized employers through a compulsory binding arbitration process. This change would completely negate the provisions of the National Labor Relations Act, which insulate both parties from being required to agree to a proposal or to make a concession during collective bargaining.
